Policies for expatriates working in Shanghai
Q: If foreigners change employers, how do they apply for change of residence permit?
A: When foreigners change their employers, they should change their residence permit within 10 days. The first step is to apply to the overseas personnel employment center with the Shanghai Municipal Human Resources and Social Security Bureau or the Shanghai Bureau of Foreign Experts Affairs to change their employment permits or foreign expert permits. The second step is to take the relevant paperwork to the Exit-Entry Administration Bureau of Shanghai Public Security Bureau to apply for a change of residence permit.
Q: If foreigners’ residence changes, how do they apply for the change of residence permit?
A: If a foreigner changes residence, he or she should complete a change of residence permit within 10 days. First, apply for a registration form of temporary accommodation for overseas personnel from the new residence’s police station or the hotel where this person is staying long term. Then this person should take relevant paperwork to the Exit-Entry Administration Bureau of Shanghai Public Security Bureau to apply for the change of residence permit.
Q: What preparation will be required before a foreigner working in Shanghai applies for residence permit extension?
A: This foreigner is required to apply one month in advance of the residence permit extension to relevant authorities for extension and annual checks of employment permits, foreign expert permits, offshore oil operations work pass, performance approval document or Shanghai Municipal Residence Certificate type B. And then, the foreigner can take the relevant paperwork and the genuine version of the certificates or documents to the Exit-Entry Administration Bureau of Shanghai Public Security Bureau to apply for residence permit extension.
Q: For those foreigners who have already obtained employment permits and residence permits, if they are sent to other Chinese cities to work long term but cannot provide temporary accommodation proof documents, how will they apply for residence permit extension?
A: Those foreigners should apply for temporary accommodation proof documents at the place they work or live long term. They are advised to apply for residence permits from the police authorities in the place where they are sent to work long term if the employer has its branch there. If the employer of those foreigners does not have a branch at the place where those foreigners are sent and the local police station refuses to accept their applications, they can provide work and temporary residence proof to Shanghai authorities to apply for residence permit extension in Shanghai.
Q: Which foreigners can apply for F visa extension?
A: The F visa is for foreigners who enter China for business, technology exchange, equipment installation, short term training or giving lectures. If foreigners with F visas want to extend their visa, they should bring their invitation letter from the organization which has invited them to China, or “Authorized Organization Visa Notification Form,” or the JW202 form for foreigners with short-term training and learning purposes as well as other relevant materials to apply to authorities to extend the visa.
