Seminar ponders ideal shape of new town
ON November 18, nearly 60 media covered the World Expo 2010 Seminar held in Jiading District. Five participants including experts and celebrities expressed their ideas on the theme of "Cars and the countryside life - our ideal modern new town."
Sun Jiwei, the head of Jiading District, stated the purpose of having this seminar. "Memory is the past of a city, and the future of the city's development is guided by the government. But due to lack of timing and considerable pondering, we may make mistakes, and any mistake would be irreparable, because there is no time or possibility for correction and adjustment.
"This is like driving a car with an ineffective brake. Thus, we sincerely hope that more people will help us in thinking of a future plan with their thoughts and ideas."
Sun, a doctor of engineering who has been engaged in the city's planning and construction for decades, expressed his calmness and sensibility in the strategy for building a new town.
On November 28, 2009, construction began on a man-made lake called Yuan Xiang Lake, symbolizing a fresh phase for the development and construction of the new town in Jiading District. Listed as the three main new towns during the 11th Five-Year Plan in Shanghai, the new town in Jiading District will occupy 220 square kilometers with a population from 800,000 to one million.
Sun repeatedly stated that "Rome was not built in a day." "The development of a city is a kind of process. You must consider beforehand what should be done and what shouldn't, because it decides whether legacy or regret will be handed down to the following generation." Sun replied to the questions posed by Chen Danqing, a famous artist and art critic. "We should be open in receiving any controversy. The development of a city is not merely catering for one person, but for more young people. We hope that more people will voice their suggestions and ideas. We are not afraid of blame or attacks. The critical thing is that we need to absorb useful advice for our future."
When asked "What kind of modern new town is ideal?" Sun replied: "We hope to seek some natural condition during the development of a city. Such condition should be of the Chinese style, not just simply labelled as countryside or urban."
Yu Kongjian, a professor of Beijing University, said residents of the new town should feel at home there.
In considering how that could be achieved, film director Jia Zhangke suggested turning the city into an emotional place. Sun's ideas coincide with the guest speakers at the seminar.
According to Sun, the level of the leadership and operators of a city decide the level of its development, likewise the taste of the leadership and operators decide the taste of a city. When an area or region grows rich and mature, aesthetic education should be strengthened. There are four aspects for the future of Jiading's new town. Firstly, it will develop industry; secondly, build convenient transportation; thirdly, provide public services and equipment for its residents; and fourthly, infuse cultural charisma into the new town to attract more people to live and work there.
What can a government do to enhance the taste of a city, promoting prosperity in culture and art? According to Sun, there are several issues that need to be addressed by the government - firstly, how to build up an environment, Secondly, how to provide a space for the survival and development of art and culture, and thirdly, how to make a mechanism to support the prosperity of art?
Despite the open dialogue or the different voices appearing at this seminar, there was one common purpose °?- pursuing an answer for harmony between a modern city and nature, between people and the environment.
