Speeding up foreign project approvals

SINCE the end of March, approvals of foreign-invested projects have been partially replaced by a registration system. Jading District Development and Reform Commission is a frontrunner in adopting the new policy.

Previously, approval procedures required a lot of paperwork, which slowed things down.

Now, all projects encouraged by or allowed by the “Guidance Catalogue for the Foreign Investment Industries” only need to complete a registration process.

Jiading District Development and Reform Commission can approve investment projects less than US$300 million.

Foreign investors will no longer have to write a “Project Application Report.”

They can get the document of project approval before starting an environment evaluation and energy-saving inspection, while in the old policy the company must complete these things first before they are able to get the document.

The waiting time for getting the document is cut half from 10 to five working days.

With the time saved by other procedures, the registration will be completed four to six months shorter than the procedure under by the old policy.

Jiading District Development and Reform Commission has notices and brand new registration application forms at its service counter, and published a guide at http://eservices.jiading.gov.cn, Jiading administrative service center’s website.
