Streamlined paperwork speeds up pace of progress

WHEN various difficulties occur in the process of a long-planned investment project, the project may be aborted and resources may be wasted if there is no strong support.

To avoid such situations, Jiading District government has taken a series of measures to accelerate more and more projects, pushing them onto the "highway" of development.

So far, there have been 183 projects which have been allocated land. Of these, 58 are in the "green light" stage of development, with one constructed, 27 under construction and 23 projects about to start soon.

The district government has streamlined its services to enterprises which have gained approval for their projects.

A special card speeds up official inquiries and dedicated staff can solve their last-minute problems.

Shanghai Xin'ao Company was one company impressed by the service - it took just 24 hours for it to gain approval from various government departments when applying for permission to build new workshops.

Shanghai Komman Vehicle Component Systems Co Ltd might have had to wait 248 days to win approval for a new project.

But after Jiading Investment Service and License Center learned of their problems, it sent staff to explain every step of the approval procedure to make sure they were well prepared. At the same time, the center promised that Komman's project would get a green light pass, and it took just 65 days to gain approval.

For those who want to speed up their project, the system is also very flexible, allowing work to start before all paperwork is completed.
