Expat work permit changes simplify application process
A unified work permit system for expatriates that began on April 1 is still causing some confusion among foreigners.
The Jing’an Talent Service Center is undertaking efforts to clarify how the system works.
The program, announced last September, requires that work permits for ordinary foreign employees and those classed as “foreign experts” be rolled into one.
Jing’an was picked as a pilot district for the new program.
Under the new policy, foreigner workers are classified into three categories: A for “top talent,” B for “professional talent” and C for “unskilled workers.”
They can apply for a work permit at the official application website (fwp.safea.gov.cn).
Top talent, such as scientists, is granted a green channel that allows them to obtain a work permit within five days without providing paper documentation.
They don’t need to provide resumes, degree certificates or records to show they have no criminal past. They just need to sign in a letter of commitment.
Those working here in Jing’an may continue to use existing work permits until they expire. In that event, the old permits will be invalidated and new ones issued.
The center has opened a window staffed by four workers to deal with permit procedures. The center has also organized sessions to tutor employers in the new system.
By April 13, there were 94 applications by foreigners for unified work permits. Sixteen of them were granted.
Earlier this month, Jing’an said it plans to set up a one-stop service center inside Shibei High Technology Park, which has a cluster of firms employing foreigners. It is part of the district’s newly-released 18 policies to attract more overseas talent and give them local support.
