Innovative ideas spur development

SHANGHAI’S central district Jing’an is a place of ever-growing opportunities, especially after the strategic marriage with former Zhabei District last November.

An ambitious blueprint shows that more positives changes are expected to take place.

“Jing’an will become an energetic district for innovation and entrepreneurship; a harmonious district of balanced and efficient development; a happy district suitable for living and business development; as well as a charming and open international district,” the district’s Party Chief An Lusheng said.

The district’s blueprint features a scheme of “One Axis and Three Belts” for the urban zoning, which helps to create an international Jing’an and build it a dream paradise.

Elevated roads, subways, railways and river courses already form a convenient traffic network, or main axis of the district, which enhances interaction in the business and cultural sectors in the 37-square-kilometer swathe of land.

From south to north, the new district government focuses on the development of three zones.

Nanjing Road W. will be a hub of Shanghai’s metropolitan lifestyle, the banks of Suzhou Creek will become a new city landmark, and the areas along the Middle Ring Road will become a comfortable working and living zone.

“Such development strategy links industrial resources and optimize industrial layouts of the old Jing’an and old Zhabei, which shows a perfect complementarity and also a win-win cooperation,” the district’s director Lu Xiaodong said.

Sports:

Political advisor Shi Yuxiong (deputy headmaster at Shanghai Huimin Middle School): From the boat race between Oxford University and Cambridge University we can learn how to organize a set of annual rowing races on Suzhou Creek, and how to further develop our dragon-boat race into a highlight and a brand. Universities like renowned Fudan and Jiao Tong can be great cooperators.

Political advisor Si Junfang (executive of OCI China Company Ltd): The idea of an “office gym,” a gym set up in every office building which is only open to office workers, has been proposed. To achieve this, authorities may allocate funds and property owners may offer rental relief, while gyms may give preferential prices to encourage office workers to do sports.

Commercial Environment:

A lawmaker at the Jing’an branch of Shanghai Committee of China National Democratic Construction Association: Shopping malls can create a more leisurely shopping atmosphere, and add a cultural aspect by introducing art activities, which can help make a breakthrough in the already mature retail market on Nanjing Road W.

Education:

Lawmaker Li Li (headmaster of Zhabei Experimental Primary School): The top priority is that children have equal access to good educational resources. Every community block should have one leading school.

Company and Talent:

Lawmaker Dong Dongong (director of Shanghai Yingdong Law Firm, of Winteam 500): More efforts should be made to beckon more talented people to develop and live in Jing’an. Party workers should do something to raise the sense of belonging of young entrepreneurs and facilitate their lives by building canteens and organizing activities for them to make friends.

Political advisor He Wanpeng (director of Shanghai New Bund Innovative Industry Research Center): Jing’an could build an international think tank, and hold various big-scale activities to raise its influence around the world, which can help attract more investment.

Traffic:

Political advisor Sun Honglin (director of Shanghai ShenFang Law Firm): Bus-only lanes are set improperly and a reappraisal is required. Now, most of the bus-only lanes are set on the lane farthest to the right, which may block other cars making right turn and also create trouble for bus drivers when they need to cut several lanes to the left to make a left turn.
