SHANGHAI Education Commission said it will expand a "parents' points system" used in assessing the eligibility for migrant children into kindergartens. The system assesses the economic circumstances and education backgrounds of parents as well as their contributions to the community. Education officials said the system is necessary because of a shortage of kindergarten places.
