‘Black cabs’ get a black mark in police crackdown

The Minhang traffic police recently began a crackdown on “black cabs” operating in Qibao Town, after residents complained that illegal taxies gathering on Zhong-chun Road every night were affecting local traffic.

Police swooped on the area, seizing up to five drivers a night.

“We use surveillance cameras as evidence,” said an unidentified policeman with the Minhang Traffic Squad. “If the camera catches a car owner illegally doing taxi business at the same place for three times, we define them as a black cab.”

First offenders will be fined 10,000 yuan (US$1,570) and their licenses will be suspended for three months. If caught a second time, the fine rises to 30,000 yuan and the suspension is prolonged to six months. Third offenders will have their cars confiscated and their licenses permanently revoked, officials said.

“Legal cabs have to adhere to strict regulations related to vehicle inspection and driving skills,” said the official. “Black cabs cannot ensure any of that.”
