Blueprint on board to tackle parking shortage

Minhang is grappling with a serious shortage of parking places, and the district government is already alleviating the problem and plans to do more next year.

Among the measures are flexible, overnight use of existing parking lots, widening roads, building more parking garages, introducing hydraulic multi-level parking systems. Next year subsidies will be given to residential communities to convert lawn sand green space to parking lots.

The district estimates the shortfall at around 22,000 parking places, around 16 percent of the total needed, around 137,500.

The shortage is so severe that residents are increasingly parking anywhere they can, including sidewalks and unauthorized areas. They even set up difficult-to-move markers to stake out “their” personal parking places.

In the past two years, parking locks and markers of all kinds have been set up in Qinchunyuan Community, appearing in front of residential buildings, on side roads and on main streets. Without a marker to “lock” their spot, finding a parking places is nearly impossible.

The last thing residents would consider is not using their cars; they certainly wouldn’t consider not buying one.

Space-lockers

The obstacles represent serious hazards, especially to children and seniors who can trip over them, community officials said. They have all been removed, with the assistance of police. Many residents were bitter.

“The space-locker is my property that the community committee has no right to remove without my consent,” said a resident who only gave his name as Chen.

Built in late 1990s, Qinchunyuan has no underground garage. Today it has more than 400 cars but only 250 parking places.

Parking shortages in residential communities is only part of the district’s 24-hour parking problem.

Blueprint on board

The Minhang district government recently approved a set of regulations and a blueprint to improve the parking situation.

Next year the government will give more parking subsidies to residential communities, such as Qinchunyuan, so they can convert open space and green space into parking.

It will widen roads to provide more parking and will build more multi-level parking garages.

Gaohua Community in Jiangchuan area has 350 parking spaces for 380 vehicles. Nearby are many busy shops, restaurants and banks, so it’s hard to find a parking place during the day.

Under the new rules, the vacant parking spaces around the community are available to everyone during the day. After 6pm, parking places are reserved for residents only. Every resident has an assigned parking place.

The method used in Guohua community is now widespread among communities. Using a similar approach, Metro supermarket on Gudai Road provides 479 overnight parking spaces for the residents in several nearby communities from 7pm to 7am.

The monthly parking fee is 100 yuan (US$16). Residents need to produce a certificate of eligibility to use their new, overnight parking lots.

The new rules and regulations call for more flexible use of all parking areas.
