Building blocks of economic growth

Construction of commercial buildings in Minhang totaled 7 million square meters at the end of 2012, and the district will continue to promote this economic pillar, according to a blueprint unveiled at the Building Economic Development Forum held by Minhang Chinese People’s Political Consultative Committee on August 19.

The plan calls for construction of at least six major commercial buildings in Minhang by the end of 2013, with up to four more on the drawing board for next year.

Government support

“The development of the construction industry is related to market conditions, society’s needs and the demands of consumers,” Sun Chao, district Party secretary told the forum. “The role of government is to support entrepreneurs with worthwhile projects.”

The forum, which featured comments from East China Normal University experts, also debated how to avoid bottlenecks in development, how to encourage new construction through tax and rental fee policies and how to meld construction with surrounding scenery.

“Construction development requires efficiency and functionality,” said Gao Qian, director of the Economic Development Department of the Development Research Center of the Shanghai Municipality. “It needs space design, highly qualified commercial office areas and the creation of hubs for finance and commercial activities.”

In the 20 years since the establishment of the Minhang District, the number of commercial buildings has risen to 257 from three.
