Responding to the colder-than-usual winter, the Minhang District Civil Affairs Bureau has distributed blankets, quilts and other keep-warm goods to homeless people. Officials said many migrants, especially those without residency permission, are reluctant to go to shelters for fear they will be forced to leave the city.
