Business-friendly thrust continues

Creating a more efficient, business-friendly environment is a key priority in Minhang District this year. The subtext: We’re open for business!

Zhu Zhisong, Party secretary of the district, said the business environment must be polished to give Minhang a competitive advantage in attracting companies.

The district recently held a conference on the subject. Some 50 industrial projects with aggregate investment of 25 billion yuan (US$3.7 billion) resulted in signed contracts.

Based on Shanghai guidelines, the district will focus first and foremost on the most prevalent complaints aired by businesses.

Minhang will streamline the business licensing process to make it faster and simpler. It will also accelerate construction approvals and improve electricity hook-ups, property registration and the realms of international trade and taxes.

The district is to undertake a pilot project related to various certificates needed for a business license.

For example, it used to take 30 days for licenses to import non-special-purpose cosmetics. Now the district processes information on site, dramatically improving efficiency.

The district has rescinded rules requiring companies to register for social insurance before gaining a license to do business. A business license can be issued in as short a time as one day, beating the Shanghai standard of three to five days.

Projects related to medical electronics, robot manufacture, artificial intelligence and transformation of industrial-zoned sites were unveiled at the conference. Zhu stressed that these will be key programs in the next few years and will have full government support.

Since last year, the district carried out a series of strategies to improve the business environment, including 29 new rules to support private enterprise.

It’s a program up and running, with no end point, Zhu said.

Online and offline work efficiency will be improved, and government-to-business procedures will become as easy as online shopping for consumers.

Schneider Shanghai Low Voltage Term Apparatus Co is one company that has benefited from the improvements and highlighted why such reforms are so pressing.

“Last year, our retail sales rose to 1.1 billion yuan, and the company paid a record 300 million yuan in taxes,” said Gu Jun, general manager of the venture. “Ever since the company was launched in the Xinzhuang Industrial Zone, we have seen a continuous rise in sales figures.”

He added, “the company has benefited from the government’s all-encompassing services. They have saved us a lot of time, cost and trouble, allowing us to put more energy into developing the company.”

As result of the business reforms, 10 projects have chosen to begin operations in the Xinzhuang Industrial Zone. They will generate an estimated 17 billion yuan in profits.

The district’s policies are in line with national efforts to accelerate improvements in the business environment and shore up the confidence of investors. The policies are designed to maintain stable trade growth this year.
