THE Minhang Branch of Shanghai Television University has started offering courses for disadvantaged people under a cooperative program between the Shanghai Disabled Persons Federation and local open universities. The training sessions include English translation and accounting. The university currently has enrolled 39 disabled students in 30-month subsidized courses. Minhang has an estimated 19,000 residents classified as disadvantaged.
