District pioneers low-carbon life
EFFORTS have been stepped up to develop the first ecological low-carbon district in Shanghai's Minhang District since the area's ecological construction plan was approved by national authorities.
To gain more experience and discover new concepts of low-carbon construction, the Secretary of the District CPC Committee Sun Chao, District Director Chen Jing and several administration leaders visited the Urban Best Practices Area at the Expo Site to find out the benefits of low-carbon development first hand.
In London case pavilion, district leaders found the connection between the "green commercial area" along the River Thames and Xinzhuang Industrial Zone of Minhang District. The green commercial area in Britain includes green industries, low-carbon basic facilities, educational facilities and tourist spots. While in Xinzhuang Industrial Zone, green industries are also the main component of the entire zone.
Inside the zone area of 17.88 square kilometers, micro-electronic communications, new material and new energy industries have dominated the mix.
"With several years' high-speed development, Minhang is now facing the problem of limited land resources and adjustment of industry structure," says Cai Xiaofei, the director of Minhang Economic Commission.
"The model of London is very valuable for our development. In future, we will concentrate on low-carbon development and give more support to green industries."
Shanghai's UBPA case, the "Ecological Home" from Minhang in the Urban Best Practices Area is of course a must for Minhang District leaders to visit. It's a building that consumes 75 percent less energy than normal buildings and is covered with green plants outside. All the construction materials are recyclable. Minhang will select one or two residential areas to carry out low-carbon reconstruction, following the example of the "Ecological Home." So far 1.7 million yuan (US$250,757) has already been invested in Jinfeng Garden for experimental reconstruction, mostly on green energy projects.
"It's a great progress to bring low-carbon concept from industrial production to our daily life," says Sun Chao. "Minhang will introduce more low-carbon technologies into citizens' daily life, from energy-saving construction materials to solar energy. We need to form the habit of a green life."
In the pavilion of Montreal case, the concept of St-Michel Environmental Protection Center is pretty similar to Minhang's Hongqiao CBD. Both of them are the low-carbon center of the city. Now, the St-Michel Center has already become a total low-carbon neighborhood, and it's also considered as the most desirable residential area.
"The success of St-Michel Center has proved our concept for Hongqiao CBD," says Tang Xidong, the director of Minhang Development and Reform Commission. "Low carbon is just one measure in our eventual goal to make the area the best choice for local residents."
