District retains plans to improve the daily lives of residents

The Minhang District will weather the sour economic climate and proceed with development policies aimed at delivering a 10 percent gain in disposable income for residents, an official said.

"There is an increase of potential risks in the economic sphere," Mo Fuchun, governor of the district, told the annual session of the Minhang District People's Congress .

He cited "downward pressure on economic growth and difficulties facing some enterprises in face of slowing global economic growth and international trade."

Still, he said, sounding an upbeat note, "2012 is a key year for Minhang's development. Restructuring, services, economic growth and people's living standards will be given top priority."

Mo outlined his vision and the task ahead this year for the district government in his speech to the congress.

He said Minhang will step up efforts to integrate regions more fully, maintain stability in economic development and continue efforts to turn itself into a "smart" district.

The district is projecting growth this year of about 8 percent, the same pace as that for the municipality of Shanghai.

Upgrading the district's commercial industrial base to make it more modern and efficient will focus on technology and services industries, Mo said.

Minhang aims to create 30,000 new jobs this year.

Mo said he envisions the creation of "big Zizhu," "big Hongqiao" and "big Pujiang" areas by integrating scattered jurisdictions.

Under the "big Zizhu" concept, the Zizhu Science Park will play a leading role in innovation and development of emerging industries in leading-edge technology. The area would encompass the towns of Wujing, Zhuanqiao and Maqiao, and the Minhang Economic and Technological Development Zone and Xinzhuang Industrial Park.

The "big Hongqiao" area would focus on the services industry, taking advantage of construction of the Hongqiao business hub.

Cooperation

The government will strengthen cooperation with banks to help businesses raise money through equity financing and corporate bonds. Assistance will be provided to small businesses that want to restructure and go public.

The "big Pujiang" area, which is essentially agricultural, will see the upgrading of small towns that house and serve farmers.

The district will also strengthen its supervision of local markets to ensure a steady supply of food and other products at reasonable prices, Mo said.

Education, medical care, government services and transportation in the district will be tuned to the creation of a "smart" district.

The district's website will be revamped this year and more spots will provide free Wi-Fi access. Minhang has just opened 15 free Wi-Fi access sites, with another 21 on tap. The district will also upgrade its TV network from analog to digital for 400,000 households this year.

Infrastructure construction will continue apace.

Preparatory work on the southern extension of the Jiamin elevated road and elevated road of Hongmei Road S. will start in 2012. More facilities in the communities of Pujiang, Maqiao and Meilong will be built.

Construction work on Meilong school, which is affiliated with the Shanghai No.2 High School, and on a middle school affiliated with the Shanghai International Studies University, will begin.

Work on the Minhang Culture Park to incorporate art facilities will start as well.
