Families rush in as Minhang launches affordable housing

THE policy of affordable housing, one of the key aspects of community projects in Shanghai, has been a high concern of residents since it was introduced.

And Minhang District, together with Xuhui District, has been selected in the city's first two districts to carry out the economical houses policy with pilot projects.

The first round application began on December 18, 2009 and ended on January 17 this year. About 150 families have already handed in their application materials, according to the Minhang Housing Administration Bureau.

In the next few weeks, they will be examined and verified according to strict conditions. Before the formal application day, Minhang government had held several public policy consultation fairs since most families didn't know whether they fit the criteria or not.

Families who didn't fit the criteria were advised to drop their applications.

According to the official definition, economical houses are constructed with a series of criteria and governing policies, with a limit on house style and area, low price and rent, and are mainly sold to local families with housing troubles.

For this project, two new neighborhoods in Minhang have been selected for the economical houses -- Xiangtai Garden on Hexiang Road and Boya Garden in Pujiang region.

But, not all the families have the opportunity to buy as the conditions of application are very strict.

They include having Shanghai household registration for more than seven years continuously, and more than five years continuously in the district of application; the average living area per person is less than 15 square meters; the annual disposable income per person is less than 27,600 yuan; average property price per person is less than 70,000 yuan; no house selling and presenting before five years (except trading between members of the applicant family).

Apart from that, single citizens over 30 years old, including those divorced for more than three years, and widowed persons who fit the criteria can also apply for it.

The government has also noticed that many families who fit the criteria are still not able to pay the house price which is just a little higher than the construction cost.

So now the government is thinking of improving the policy to offer some economical houses for rent first to these families for them to buy later when they can afford it.
