Growth in first half but jobs outlook grim
The Standing Committee of the 4th Minhang District People's Congress released the government's report for the first half of the year and presented a work plan for the second half at its 19th conference earlier this month.
The report revealed that in the first six months, the district's gross domestic product reached 59.08 billion yuan (US$8.7 billion), a 7.3 percent increase from the previous year, which was better than expected. In addition, it attracted a total of US$810 million worth of foreign investment.
One of the conference's focuses was to stress adherence to construction rules and regulations after the collapse of a 13-story unfinished building in Meilong Town in June, bringing national attention to the district.
An integrated quality monitoring system is to be set up to ensure building standards in each stage of the construction process.
Workers will be required to receive safety training before entering construction sites.
Another priority of the government's working agenda for the second half of the year is to ensure an over 80 percent employment rate for college graduates.
Since April, many economic indexes are rebounding after the global financial crisis started last year, but the employment outlook still remains pessimistic.
Minhang Bureau of Labor and Social Security is committed to conducting extensive research among the district's college graduates, holding job fairs on a regular basis, providing candidates with enough job information and guidance and helping them to develop practical career plans.
In addition, special foundations and incubator bases for young entrepreneurs will be set up.
Experts and successful business entrepreneurs will be invited to the district's universities, encouraging young students to become bosses of their enterprises.
