Health plan strikes at charlatans
MINHANG migrant worker Chen Liang recently went to the Huacao Community Health Service Center in the district for an X-ray that would normally cost 87 yuan (US$13). He paid only 20 yuan.
Huacao Town, under a program that began on October 13, is offering migrant families discounted medical services in an effort to crack down on illegal medical practitioners who prey on them.
Huacao was selected as the kick-off point because of the large number of migrants who live in the town. The program is expected to be expanded district-wide in the future.
The new service offers two levels of care. The plan priced at a maximum 10-yuan charge, covers medical treatment for 14 acute but common ailments, including gastroenteritis, upper respiratory tract infection and soft tissue injury. It also includes 26 medications.
A second package, with a 20-yuan maximum charge, adds 14 more ailments to the treatment mix and includes X-rays and ultrasound. Participants receive discounts on 72 medicines.
The district government is trying to thwart a proliferation of unlicensed medical clinics that attract poorer families with cheaper fees and often dubious treatment.
Zang Lizhong, director of the Huacao Community Health Service Center, said doctors at the clinic will advise patients about the new program since many people are still unaware of the service. As of the end of October, about 100 migrant workers had signed up.
Participants must apply for a health card, using their cards and residence permits, before they can enjoy the discount program, according to the health center.
"The service should be further expanded to meet increasing demand," Zang said.
