Jing'an fire disaster prompts urgent site-safety checks
THE fire on November 15 in Jing'an District seriously shocked people in Shanghai and China. To ensure that such tragedy never happens again, all construction sites in the city were ordered to pause working on November 19 for two hours, to carry out a complete examination of potential fire hazards. Since Minhang has the most construction sites in Shanghai, the local government paid a lot of attention to the issue.
On that morning, we visited the Wanyuan New Town construction site to see how the inspection went.
At 9am, all construction work stopped and the examination started. The project-managing group organized the administrative staff and workers to examine the entire working site and dormitories, checking problems and raising solutions.
Before the inspection took place, all workers were involved in a grand conference to emphasize the importance of fire safety. In the conference, the project manager reiterated several fire safety rules, such as no smoking on the construction site, disposing of all wooden waste appropriately and having all fire-fighting equipment positioned correctly.
Then came the examination. It was carried out strictly, and a lot of hidden problems were discovered.
On the construction site, there was dust which had not been cleaned out in time; there were cigarette ends on the site; gloves had been thrown on the ground; the cables of some facilities were getting worn ...
The workers' dormitories were no better than the construction site. Most rooms were in a mess, with pretty bad ventilation conditions, and there was less than adequate fire-fighting equipment available.
After the examination, all the administrative staff felt surprised and lucky. They were surprised because there were still so many problems existing even after the disaster on Jiaozhou Road, which meant their workers still didn't realize the importance of the security; while they also felt lucky because all these hidden problems were discovered before they resulted in another disaster.
For these problems, the administrative group raised several solutions immediately. Some specially assigned people were put in charge of cleaning the construction site; a smoking point was set up for workers to take a rest, while smoking during working was totally forbidden; old machines were scheduled to be renewed very soon; all construction waste would be collected and cleaned out by specially assigned personnel.
In some people's eyes, such kind of inspection is just like closing the gate after the horse has bolted.
In other words, it is already too late. But actually in many situations like this, it's never too late. The loss on November 15 was huge and irreparable, but it's also like a high-cost alarm clock.
It reminds us with blood and tears that dangers exist anywhere in our life.
Only when we begin to treat those hidden dangers seriously and carefully can we achieve real safety at last, and those victims in the fire will not have died in vain.
