THE Minhang District and the China Welfare Institute recently signed an agreement to build a kindergarten in Pujiang Town. The kindergarten will be open for business in 2013, with accommodation for up to 21 classes. About 70 percent of attendees are expected to come from the district. The goal is to improve the kindergarten education in the district to the top level of the city within five years.
