Some 5,000 Minhang children aged 3-6 whose families don’t hold Shanghai residency permits have been accepted into a district kindergarten program for non-residences launched two years ago. The program is aimed at helping the children of migrant workers get an education and training. There are now 60,000 kindergarten students in Minhang, double the number in 2006. Education for migrants includes 16 kindergartens and 96 preschool stations.
