Multiple rentals in single units spur crackdown by authorities
MINHANG authorities have launched a crackdown on group rentals in a residential community in Hongqiao Town, resulting in the cancellation of more than 100 rental contracts.
The focus of the action was the Wanyuan Xincheng residential complex in Xinqiao Village, built to house relocated farmers. It has 496 apartments, which were opened for occupancy in October.
Soon after, a raft of complaints began pouring into the services hotline in Hongqiao.
The complaints were similar. They focused on people who subdivided apartments into rooms and rented them out. With so many people crammed into so many small spaces, noise levels rose.
Hou Yuanxing, party secretary of Wanyuan Xincheng, said his cell phone was bombarded with complaint messages. People were demanding the government take action to ensure the peace and tranquility of their homes.
Most of the perpetrators of multiple rentals come from other parts of China and use local rental agencies as go-betweens. They usually target newly built residential complexes. Local authorities said about 119 apartments of the Wanyuan Xincheng apartments were rented out as group leasing sites. That raised concerns about security and fire safety.
The crackdown is difficult because there are no specific regulations barring the practice. The local housing authority has said only that tenants should have a minimum per-capita living space of at least five square meters.
The group-rental practice spans the jurisdiction of several Minhang agencies. All are cooperating, district officials said. The agencies are responsible for public security, fire control, urban growth management and property. The neighborhood committee and property management group at Wanyuan Xincheng were also involved.
Officials distributed letters and posted notices to inform residents of the risks of group renting. Police, security guards and volunteers worked together to prevent interior decorating materials from being delivered to group rental apartments.
Authorities in Minhang asked the go-between agencies to refund the fees they charged property owners to find tenants and to promise that they would not provide such services again for those trying to cash in on group renting.
