New rental policy to help landlords
Many landlords have faced the problem of their units being sublet to groups after leases are signed, often resulting in properties being trashed and fixtures being stolen.
To address the problem, the management committee in Xinzhuang Industrial Park had begun a new policy called “returned rentals.”
Under the plan, the committee takes on the role of official sub-lessor, leasing apartments from landlords and then renting them out to personnel working for companies in the industrial park.
He Li, a landlord who owns an apartment in the park, has signed one of the new rental agreements. In addition to leasing arrangements, the contract also requires the park committee to furnish the apartments, provide electronic security systems and clean the public areas outside twice a week.
“From now on, I don’t have to worry about sub-letters and whether I will get the monthly rent check,” He said. “It’s also nice that the furnishing will be done at no cost to me. ”
Monthly rents for the properties will be 1,500 yuan (US$245), 1,900 yuan, and 2,500 yuan, depending on size. The numbers of residents allowed to live in any one unit will be controlled.
But acceptance of the new program has been slow, according to Zhuang Gendong, the office director of the management committee of Xinzhuang Industrial Park. “Many people are adopting a wait-and-see attitude. Some are waiting until current leases expire,” he said.
