Restructure puts pressure on economy
TRADITIONAL industries have faced large declines in business during the structural adjustment of the economy. In the meantime, high-end industries have been unable to maximize the advantages in a short time, inevitably leading to a temporary economic slowdown.
Chen Jing, director of Minhang District, recently discussed how the government is dealing with such challenges.
"Since the economy has already developed to the current level, we should not care too much any more about some economic numbers," said Chen. "Even if we have to sacrifice some regional and temporary economy growth, we must finish our economic structural adjustment."
As a traditional industrial zone, Minhang has many businesses which have contributed a lot to local GDP growth, but they're also big energy consumers.
Shanghai Lishi Chemical Industry Company is one of the big contributors, but because of its high energy consumption, two of its product lines were shut down in 2008. The other two lines will be shut down this year.
Over the past two years, Minhang has shut down over 1,200 enterprises with high energy consumption and high pollution, saving about 500,000 tons of coal a year.
But Chen admitted to a lot of problems during the process, such as the short supply of land, high business costs and greater need for citizen services.
Knocking out backward industries and allocating their land for development of high-tech industries is Minhang's current mission.
The recently established Zizhu New Industrial Technology Research Institute is one of the steps.
"It will help us break the bottlenecks in the system during our development process. We need to build a new public service platform, taking advantages of high-tech industries and establish a new economic structure," said Chen.
In other initiatives, a group of high-quality medical and education industries will settle in the newly established Xinhong Community, the first community of Hongqiao CBD.
They will include the campus of Secondary School Affiliated to East China Normal University and branches of Renji Hospital and Huadong Hospital.
