School entry gets down to the point
TO cope with a bulge in kindergarten enrollment from migrant families, educational authority in Minhang District said they will expand a points-based pilot project.
Enrollment of kindergartens in Minhang has been increasing by up to 6,000 children a year. The district now has more than 62,000 youngsters enrolled in kindergartens, about half of them migrants.
In 2011, the local government introduced the points-based system for children of migrant families, who accumulate points according to their performance in housing, employment, public service and other factors.
In some areas such as the Xinzhuang Industrial Zone, migrant families can gain points by doing volunteer work or donating organs.
Children from migrant families will be enrolled in public or private kindergartens according to the number of points accumulated and the capacity of local facilities.
Officials from the district's education authority said the points system will be implemented systematically.
There have been concerns raised about corruption in the system.
"Some parents provide false information in applications, such as fake property ownership certificates to gain more points," said one district source, who asked not to be identified. "It is important for parents to be honest. All files submitted will be carefully vetted."
