Town level budget is more 'democratic'

THE public hearing Minhang District has adopted for its financial budget hearing has attracted much attention for two years. And this year, the district budget mode was applied to Qibao Town. As a trial of the financial budget development at town level, it provides citizens opportunities to decide and make comments on the government financial budget to ensure the money of tax payers is used appropriately.

From November 3 to 9, two village committees and five residential committees in Qibao Town raised seven hearings on budget events for 2011, attracting more than 200 citizens to have their say.

"It's a democratic measure," says Wu Guoxin, the president of Qibao Town People's Congress. "We want to make the financial budget more open and transparent, and the hearing will also give us important reference when we make policies."

The residential committee of Oriental Garden held its hearing on the morning of November 9. More than 30 residents attended it. "We got the detailed budget plan ten days before the hearing, so we're all prepared today," says Liu Shi, a resident of the community.

The hearing of Oriental Garden covered 19 financial events, involving urban construction and management and social security. The funds involved reached about 100 million yuan (US$15 million), one-sixth of the entire amount for Qibao Town.

All the residents in the hearing were very active in expressing their opinions. Most of the events were agreed by them, but there were still some events which were questioned a lot.

"Those stores on roadsides pay the waste-cleaning fee, so why is there still a budget of more than one million yuan for gathering waste?" Throughout the hearing, such kind of sharp questions were raised time after time, and local administrations gave answers to all of them.

"The introduction of financial measures by the government is pretty clear and understandable," says Gou Yannan, the director of the public budget evaluation center of Fudan University who also attended the Oriental Garden hearing, "while the opinions from citizens are very constructive, which will help the government a lot to set budgets."

According to the Qibao government, the financial transformation of Qibao Town has been carried out over two years, and the process seems to be doing very well. This time, hearings were announced in advance to attract more citizen participation. And in the future, this hearing mode will continue, and more community citizens will have opportunities to influence the financial budget of their own town.
