A NEW app for smart phones has initiated for Minhang traffic police to record information on vehicles breaking the law. Using the app, traffic officers can search the history of vehicles, including illegal “black” cabs. According to the law, if a vehicle is stopped three times for illegally carrying passengers, the driver’s license will be revoked permanently.
