Vexing parking problem addressed
Minhang District is working hard to address the parking crisis, especially in old residential areas where frustrated residents frequently have to drive around and around blocks looking for a parking space.
This year, the government has set the goal of adding 20,000 parking spaces in the district. It has already built five parking lots for 997 cars near residential areas, schools and hospitals experiencing some of the worst parking conditions.
Two newly built parking lots at the Zhongxian Road and Huizhen Road Metro stations have brought some relief to commuters. The Huizhen Road parking lot can accommodate 236 cars at a charge of 4 yuan (58 US cents) an hour, with the maximum fee of 10 yuan during daytimes.
The district is also looking to utilize “dead” space under elevated hjghways and overpasses. Work is now underway under the Jiading-Minhang Elevated Road.
Shanghai Zuilu Co is managing the work, which involved about 6,500 square meters to be converted into 200 parking spots and 12 charging points for electric cars. Similar vacant sites in the district will be tackled in the future.
The situation in old housing estate built before cars were so prevalent that is particularly critical. Some 4,374 parking slots have already been created in residential areas.
Work is concentrated at present in the Zhudi area of Huacao Town, where complaints from residents have been particularly strong. An investigation into the situation revealed that available parking spaces were being used by local stores.
Government officials said they will coordinate efforts to repost the area to give residents and shoppers a better crack at a parking space.
Ironically, parking areas near office buildings and retail areas are filled by day but empty at night. Residents returning home after work can’t find a place to park.
The government has developed a staggered-use plan aimed at benefiting all drivers. Some commercial parking lots have now been opened for residential use at night.
Sharing parking spaces solved a parking crisis in the Jiangnan Xinyuan housing estate in Meilong Town during reconstruction work there. Earlier this summer, the estate overhauled underground parking, leaving some 176 motorists with nowhere to park.
After negotiations, nearby Fengshang International Plaza and Pinshang Life Plaza agreed to rent parking spaces to residents at the going rate for half a year.
