Plan brings quality medical care closer to residents

FOUR medical centers with resources from prestigious downtown hospitals will be established in the suburbs of Pudong New Area during the period of the 13th Five-Year Plan.

The new medical facilities will have around 2,600 beds in total, according to the plan.

The hospitals are part of Pudong’s ambitions to provide residents with high quality, fair, accessible, convenient, comprehensive and continuous medical services.

A three-level healthcare network will cover most of the Pudong by 2020. For urban residents in the area, the nearest medical facility will be within 15 minutes’ walking distance. For those who live in suburb areas, they will be able to see a doctor in 30 minutes.

Emergency first-aid services will also be available within 12 minutes for people in Pudong, says the plan.

The four new medical centers will be built in Caolu, Zhuqiao, Hangtou and Hudong areas, all of which face shortages of primary care.

Changzheng, Changhai and Longhua hospitals will support the four new centers with their resources.

At present, Pudong has 10 regional medical centers. Seven of them are district-level comprehensive hospitals including East Hospital, No.7 People’s Hospital, Pudong Hospital and Zhoupu Hospital. The other three are Renji Hospital, Shuguang Hospital and the east branch of No.6 People’s Hospital, all city-level institutions.

In accordance with the plan, each comprehensive hospital in Pudong will serve 300,000 to 500,000 people. By the end of 2020, or the last year of the 13th Five-Year Plan, Pudong is expected to have 5.58 million permanent residents and will require 14 regional hospitals in total.

“The year 2017 will be key to deepening the reform of the medical and health system,” said Fan Jincheng, director of the Pudong Health and Family Planning Commission.

“Pudong will promote the construction of a regional hospital syndicate, establish a scientific and well-regulated referral system, support the development of health service and encourage non-governmental investors to establish high-end, international and specialized medical institutions in line with demand,” Fan added.

Help within reach

During the period of the 13th Five-Year Plan, Pudong will also build 10 more community health centers in Nanhui New Town, Hangtou, Sanlin, Gaohang, Beicai, Chuansha, Caolu, Kangqiao and Huinan respectively.

According to current standards, each town or sub-district will have one health center. For towns with a population of more than 100,000, one more health center per additional 50,000 to 100,000 people will be built, which means Pudong shall have 56 community health centers in total. All health centers will be within 30 minutes’ walking distance for locals.

The southern area of Pudong lacks specialized hospitals. Most of the planned new specialized hospitals there will be built in Zhoupu, Kangqiao, Hangtou and Huinan during the period of 13th Five-Year Plan. Among which, Longhua Hospital will build its Pudong branch in Hangtou, Fudan University Shanghai Cancer Center will set up its east division in Zhoupu while a maternity and pediatric hospital will be built in Huinan Town.

The new area has a high demand for emergency first-aid services. This demand applies not only to local residents but also sites like Pudong International Airport, Shanghai Disneyland, the Pudong site of Commercial Aircraft Corporation of China’s assembly manufacturing center, as well as the Lingang and Changxing heavy industrial zones.

By the end of the year, Pudong will build four first-aid sub-stations at Shanghai Disneyland, Heqing, Qiantan and Hangtou. Two more at Kangde and Jinyang respectively will be built next year.

In accordance with the requirements of integrating urban and rural services, the average service radius of each first aid station is 3.5 kilometers. Each ambulance will serve 30,000 people with an average response time less than 12 minutes.

At present, Pudong has a first aid center, 26 sub-stations with an average service radius of 5.5 kilometers, while each ambulance serves 48,000 people in an average of 13.53 minutes — which equates to a shortage of 14 sub-stations and 35 ambulances.

To meet the needs of regional development and counterterrorism plans, Pudong will build eight first aid sub-stations at Shanghai New International Expo Center, Qiantan, the north wing of Jinqiao, Hangtou, Jinyang, Heqing, Shuyuan and Shanghai Disneyland. It will also enhance the construction of sub-stations, first-aid rescue teams and trauma centers at Kangde, Sunqiao, Lingqiao, Shanggang, Sanjiagang and Luchaogang. More imported ambulances with onboard equipment will also be put into service.
