Wanli, Zhenruzhen residents get help
Putuo District has set up Wanli and Zhenruzhen sub-districts to upgrade the administrative division of the two areas after receiving approval from the Shanghai municipal government, a move to make residents鈥 lives more convenient with improved local government service.
Sub-district government offices of the two areas were set up on January 6.
Residents in the two sub-districts are the first group of people benefiting from a municipal program to upgrade the management of large residential areas in suburban areas in Shanghai. The program was ranked as a priority by the city government in 2014.
There are 45 large residential areas like Wanli and Zhenruzhen in Shanghai, with an average planned population of 33,000. Some residential areas have a population of over 100,000, which is similar to the scale of a small city.
However, many of these areas lack public services and public facilities, making it extremely inconvenient for local residents.
For example, reimbursement of medical funds for Wanli residents used to take at least two weeks, because there were a total of 38 residential committees.
Mega communities
鈥淭hough government introduced some policies to meet residents鈥 needs, there were only 50 posts in the sub-district government, so we were unable to meet all the needs of residents from Wanli,鈥 said Pan Liqian, deputy director of Changzheng Town.
Wanli, covering 3.3 square kilometers with about 60,000 residents, was formerly part of Changzheng in the north of Putuo.
Since all the local government departments were in south of Changzheng, residents of Wanli, in the north of the town, had to travel all the way to the south for government affairs.
鈥淲ith the sub-district office set up in Wanli, it will be more convenient for local residents to handle these government affairs, and the community management will be more effective,鈥 said Li Zhongxing, Putuo鈥檚 deputy director.
Centers for public services such as health-care have been planned for construction in the Wanli area.
Similarly, more resources will be allocated to public services, management and security in Zhenruzhen. The sub-district has 36 neighborhood committees and 84 residential areas with a permanent residency of 170,000.
