White collar office workers get help for lunch

Putuo District Commerce Commission and Shanghai Municipal Commerce Development Research Center have jointly come up with a solution to white collar workers鈥 lunch needs in the district, and during implementation they are continuing to improve it.
Putuo鈥檚 Zhongxing Enterprise Square occupies an area under real estate development, and white collars in the office complex face very limited choices for lunch because of poor service facilities around the square.
The operator of the square sought help from the district commerce commission.
The commission learned that the square has 33 tenant companies with 697 white-collar workers.
According to research, 223 office workers dine at canteens run by these companies, 392 office workers bring their own lunches from home, 17 usually have lunch at restaurants outside the square and 65 order take-out.
The commission cooperated with the government of Taopu Town, where the square is located, to invite representatives of white-collar workers who want better lunch choices and executives from four medium and large lunch providers, such as Aosika Dining and Yangyang Dining, to negotiate a solution.
The commission also negotiated with real estate developers near the square to figure out how much they would contribute to bring better lunch options and shopping into the area.
But problems cropped up after implementation, such as few diners and high costs causing some newly added services to stop.
The district commerce commission improved the strategy and started to implement it throughout the district.
The solution included setting up canteens in office towers or industry parks, attracting dining outlets, food distribution from centralized kitchens and takeouts from restaurants. Some companies are also adopting online meal-ordering services.
Decent-quality commercialized dining services will cover all office towers and industry parks in Putuo by 2017, commerce commission officials said.
