Adding horsepower to the economy

Songjiang District is forging ahead with plans to transform itself into an economic powerhouse among Shanghai suburbs.

In the district’s report to the Fourth Session of the Songjiang District People’s Congress, the government said Songjiang is aiming for 4 percent growth in gross domestic product this year, up from 3.5 percent in 2013. Tax revenue is forecast to expand 7 percent to about 32 billion yuan (US$5.3 billion).

Growth in per-capita disposable income of residents is expected to outpace the rate of economic expansion, and registered unemployment will be contained at fewer than 7,350, the report said.

In order to attain the goals outlined in the report, Songjiang plans to further expand the National Economic and Technological Park and the National Sheshan Hill Resort.

At the same time, it is going to accelerate construction of Wisdom High-Tech Park and the National Ecological Industrial Park.

The Sheshan Hill Resort will be transformed into a 5A scenic area, the highest-ranking level. That will make it among the most prominent tourism destinations in the Yangtze River Delta region.

The report also said construction work on the Caohejing-Songjiang New Industrial Park, the Songjiang base of the Zhangjiang High-Tech Park, the China Textile and Fashion Incubator and the Global Enterprises Center will all be accelerated.

By the end of this year, Songjiang Wanda Shopping Plaza will be open, while the property along Husong Road will be developed into additional shopping malls and office buildings, linking to the circle of the Hongqiao Business Zone adjacent to the airport.

The district will take full advantage of Songjiang University Town to promote closer collaboration between academia and the business world, allowing companies to benefit from applied research.

The district report estimates that the number of technology companies in Songjiang will climb to 400 this year, while 70 smaller start-ups will be included in the Shanghai Little Giant project that helps young entrepreneurs “incubate” ideas for new companies.

Infrastructure spending is a cornerstone of the new report. It said 20 main roads will be built this year in the district. The Songjiang section of the Hukun (Shanghai-Yunnan Province) Highway will proceed, while Songjiang’s segment of the Hukun Railway will start.

In the realm of public transport, construction will begin on a line that will use electrically powered streetcars to link Metro stations and Sheshan Hill. The district plans to add 20 bus lines and 260 stops to its transport system.

This year, Songjiang will add 22,000 jobs to its local economy, the report said. Older rundown housing blocks will be renovated, and five housing projects will be completed for lower-income families.

The household farm model will be expanded to more rural villages. Processing centers for fruits and vegetables will be constructed.

Ten new schools will be built for both local and migrant children. Expansion project at Songjiang Hospital and Jiuting Town Hospital will both start this year.

The southern bank of the Huangpu River will be transformed into a series of small, green communities, and the work on the Songnan Forest Park will continue in the preparatory stage.
