Industrial park upgraded in stature, size and scope
THE Songjiang Industrial Park, which formerly held city-rank status, has been administratively upgraded to the National Songjiang Economic and Technology Development Park.
As part of its wider scope, the park will be expanded to 5,777 hectares, including 220 hectares located in the Liantang Industrial Park of the Qingpu District.
The Songjiang part will cover the former Songjiang Industrial Park, the Xinqiao Town zone, a Chedun Town section, the Songjiang High-Tech Park, the International Small and Medium-Size Enterprises Park and the Shihudang Town zone.
In the western, technology dominant section of the park, Shanghai Feixun Communications, a network-equipment maker, Shanghai Sinyang Semiconductor Materials and Huitian Adhesive, a maker of industrial glues, will be among the companies with headquarters there.
Expansion plan
Plans for the park include a center for textiles, where clothing makers, designers and traders will be based. The textile and fashion center, to be built at a cost of about 6 billion yuan (US$978 million), is expected to be fully operational in eight years.
It is part of the Songjiang District's plans for encouraging light, innovative industries and the development of local brands.
The Songjiang Export and Processing Zone will feature a trade and exhibition center to help modernize the logistics industry. The 2.56-square-kilometer first phase of construction at the park will comprise areas surrounding that zone.
The first phase also calls for redesign in the eastern part of the park, with new buildings, roads, utility hookups and landscaping to turn it into a residential area for park employees.
Attracting talent
To complement the infrastructure, the local government is stepping up policies aimed at attracting companies and professional talent to the park.
The emphasis is on promising start-up companies and companies demonstrating innovation in their business plans.
"Songjiang Industrial Park, the first city-level park approved in Shanghai suburbs 21 years ago, has made a big contribution to the district's development, propelling the transformation from an agricultural county to an industrial base," said Sheng Yafei, the district's Party secretary.
"Its upgrading to a nation-ranked industrial and technology park is both an opportunity and a challenge," he said.
Currently, the park has more than 1,900 enterprises and almost 190,000 employees. Last year, its industrial output value was 220 billion yuan, with aggregate profit of 6.37 billion yuan and tax contributions of 5.27 billion yuan.
