Opportunity knocks

YANGPU District and overseas Chinese professionals may just be a match made in heaven as both sides look to weather an economic downturn, Fang Zhuojun reports

Chinese with PhDs from overseas universities gathered in Yangpu District recently to share their experiences and innovative ideas with local professionals and entrepreneurs in the fields of communications, environmental protection, biomedicine and more.

Ranging in age from 26 to 55, the group of 71 doctoral graduates have studied in various countries and regions including the United States, Germany, France and Japan. Most of them are experienced in their academic fields.

Some are presidents of an overseas company or hold other important positions in such firms.

Each came with one or two innovative programs, most of which have already won national prizes.

They were seeking job opportunities or planning to set up their own business in China.

Their trip included a sightseeing tour around science and technology parks, a forum on professional issues and a trade fair.

More than 50 organizations within Yangpu attended the fair in hopes of attracting high-level talent to improve their competitive edge. The organizations included higher learning institutes, enterprises and venture capital firms.

Most found suitable candidates and reached initial agreements.

Sun Wei and Chen Ye graduated from University Karlsruhe in Germany and while at the fair decided quickly to set up their own company at the Science and Technology Park of Fudan University.

Ye Haitao, senior researcher at the London Center for Nanotechnology, reached an agreement with Tongji University for a faculty position at the Institute for Advanced Materials and Nano Biomedicine.

Li Peng, a post-doctoral graduate majoring in biochips at Cambridge University, United Kingdom, had two offers from biotechnology companies at the fair.

"I think the return of overseas graduates is inevitable," Li says. "With the quick development of China in the last 10 years, many Chinese cities can offer better opportunities for high level talents than companies in Europe or America. The global financial crisis will disrupt the employment market overseas, which also provides a great opportunity for China to attract talent. As for me, I prefer to come back to develop my career here in China. I have never considered staying abroad for the rest of my life."

Li and other graduates were also impressed by the rich academic and industrial resources and competitive supporting facilities in the district.

With science-oriented universities such as Fudan and Tongji, a lot of research organizations and more than 50 academics from the Chinese Academy of Sciences and Chinese Academy of Engineering, it's easy to see why these graduates would be attracted to Yangpu.

"We are striving to bridge the gap between scientific talents who seek job opportunities and local enterprises that need professionals," said Yang Chunlei, a Yangpu District government official. "Both sides considered the trip worthwhile."

Favorable policies were also announced for overseas talents in terms of business registration procedures and academic allowances. Their children will be given favorable conditions with schools in the district.
