Whistleblowers on top of food safety

IN the first quarter of this year, whistleblowers, who provided tips and information on food safety cases, received rewards of 52,600 yuan (US$7,687) for reporting 50 violations of food safety laws and regulations.
In order to encourage whistleblowers, the city issued a regulation, effective since February 2016, to reward citizens for reporting and providing clues of food safety issues.
Food safety has been the major target of local government for years. The Standing Committee of the Shanghai People’s Congress, local lawmaker, has carried out regular food safety inspections since 2011 and has enlisted food safety as a key supervision and monitoring target in the past four years.
The status of food safety in Shanghai remains organized and controllable. Up until now, 256,000 business units involve in food production and sales in Shanghai. This year, different levels of food supervision authorities have overseen and inspected more than 105,000 times on business units, investigated and treated 1,697 violations of food safety laws, confiscated a total of 14.34 million yuan, and recorded a 97.3 percent of pass in the risk surveillance over major foods.
A total of 54 cases of food safety violations were deemed criminal and transferred to the justice system. Police cracked 87 criminal cases about food safety, and 170 suspects were apprehended. One mass food poisoning case was reported in the first quarter, injuring 46 people without death. So far no serious food safety incidents were reported.
Information on food safety transforms information transparency and protects consumers, the most powerful check on law enforcers, and the greatest deterrence against violators of laws. From January to June, two “black lists” were released, identifying three food manufacturers and 12 individuals for food crimes.
At the same time, social supervision over food safety intensifies. The 12331 food safety hotline has processed 52,000 complaints and consultations this year, 33.3 percent higher from a year ago. All calls received prompt response.
In addition, the 12331 hotline shares the daily complaints with the public security corps of the Municipal Public Security Bureau. The hotline provided clues for 24 cases and led to the arrest of five suspects.
