3 drivers blamed for fatal accident

TRAFFIC police ruled yesterday that three drivers should jointly take secondary responsibility for an accident in which a migrant worker was killed while crossing an expressway after being hit by three vehicles in succession within a few seconds.

Police said Chen Xing, a 63-year-old migrant worker, was mostly at fault since pedestrians are not allowed to cross highways. The victim was trying to take a shortcut from the construction site he worked at to his residence. The highway separated the site from his residence.

The accident occurred on April 27, when a car driven by Zhang Chenqi hit Chen on the expressway linking downtown to Jinshan District.

Zhang remained at the scene and called police. He told officers he was driving about 90 kilometers per hour. The speed limit is 120kmh.

"He appeared out of nowhere," Zhang told police. "I had no time to avoid him."

While Chen was lying on the ground, two other vehicles - a car and a minivan - ran over him.

Chen Jiaofu, driver of the minivan, and Sun Along, who was driving the car, both said they didn't realize it was a man when they ran over him.
