A SHANGHAI Culture inspection team gave 403 local Internet cafes an A ranking yesterday. A-ranked cafes are those which had a clean punishment record in 2008 - 28.38 percent of all the local Internet cafes. A total of 277 Internet cafes were ranked level C as they had been found to admit minors into the cafes.
