Arm-break gang facing court for building swindles
A gang recruited young men to swindle construction sites by breaking their arms and pretending the breaks were industrial accidents, court prosecutors said yesterday.
Xuhui District prosecutors said the four-member gang raked in 14,500 yuan (US$2,120) from project contractors in the city.
The gang began their callous operation in August last year when Yang Yongliang, 22, a Henan Province native, was put in charge of recruiting young people who were willing to have their arms broken for money.
Yang first found a 16-year-old boy surnamed Sun and offered him money, prosecutors said.
Then on August 25 last year in a hotel room, two other gang members, Zong Tang, 23, and Xu Bao, 23, both from Anhui Province, broke Sun's arms with a steel pipe.
Two days later the fourth member of the gang, Tang Liangliang, 24, also from Anhui, took Sun to a construction site in Qingpu District where the boy applied for a job.
That morning, after being told what to do by Tang, Sun pretended to slip and break his arm.
Medical treatment
Tang then began negotiating with the project contractor telling him he would seek his own medical treatment and asking for compensation.
They raised 11,000 yuan on that site and scored 3,500 yuan at another construction site using the same method.
The money was divided among the four gang members ?? the boy Sun got the broken arms but no money at all.
Too scared to make a fuss, he ran away from the gang.
The enterprising Yang soon found a replacement, another 16-year-old surnamed Liu. Zong and Xu bashed Liu's arm.
But this time they failed to break the arm and when they tried to extract money from a contractor the medical examination showed the boy's arm was not broken.
Angry at their failure the gang set upon the boy again with a steel pipe, but the kid fled in pain and on September 4 went to the police.
Prosecutors have charged Zong, Xu and Yang with swindling and assault and Tang with swindling.
Because Sun is under age and didn't profit, he was not charged.
The Xuhui District court will hear the case shortly.
