Changes in property management

RESIDENTS will soon have more choices when selecting property management companies as the city is setting up a bidding platform, local authorities said yesterday.

The platform will be used by property management companies to compete against each other in a fair way when a neighborhood wants to hire a service provider.

At the moment, most property management companies are selected by developers. Changing firms is a complicated and annoying process.

Liu Haisheng, director of the Shanghai Housing Security and Administration Bureau, said a trial operation has begun with developers, property management companies and owners' committees all included in the process.

A total of 320 property management companies have been banned as of December, according to Liu, who added complaints about such firms dropped 37 percent last year from 2009.

Property management firms are responsible for security, taking out garbage, cleaning lobbies and hallways, gardening work and building repairs.

The property management policy was enacted in 1991.
