A MAN who allegedly raped a mentally retarded 10-year-old girl three times has been arrested, Qingpu District prosecutors said yesterday. He Yubing, a Jiangsu Province native, met the victim near her home on October 3.
After her father went out of home that noon, He went in and allegedly raped the girl. He later tricked her to go out and raped her twice again, prosecutors alleged.
