City plans to ban burning straw, leaves and rubbish to cut air pollution

Shanghai will ban burning straw, fallen leaves and rubbish in an effort to reduce air pollution, according to a new draft of the city’s air pollution prevention law approved by legislators today.
The city will also ban the burning of pitch, tar, rubbers, plastics and leathers since it produces strong and harmful smells, the draft law said.
Straw burning is common among farmers and those in neighboring provinces to get rid of surpluses while also fertilizing the soil and killing weeds and pests.
Straw burning is now only banned near airports, main roads, densely populated areas and other designated areas.
Those who violate the law will face a fine up to 20,000 yuan (US$3,229), according to the draft law. Farmers who burn straw will be fined 200 yuan.
Previous reports said vehicle and factory emissions accounted for 50 percent of the city’s air pollution, followed by dust from construction sites (10.5 percent), power stations (7.3 percent) and straw burning (10 percent). The rest was from other provinces.
