City residence certificate threat for illegal cabbies
NON-LOCALS found driving illegal taxis face being blacklisted from applying for a Shanghai residence certificate, under new rules.
Without the permit, a person cannot apply for some jobs, is not entitled to social security benefits, and nor can they bid for a Shanghai car plate.
Introduced next month, this is the Shanghai traffic authority’s latest attempt to clamp down on illegal cabs.
These include private cars offering unlicensed taxi services and “cloned cabs” that look like genuine taxis — complete with company liveries, lights and meters.
Locals driving illegal cabs face having a record placed on their personal credit rating.
All offenders will also see their driver’s license suspended for between three and six months and receive a fine of between 10,000 yuan (US$1,605) and 50,000 yuan.
And unlicensed taxis will be permanently confiscated by police. Motorcycles, mopeds and scooters are also banned from providing illegal rides.
Meanwhile, police have reminded scooter and moped owners to get a license before September or be banned on city roads from September.
There are 5 million scooters and mopeds in Shanghai. By Wednesday, 2.06 million applications for free license plates had been received.
