City tables flood prevention draft amendment

Shanghai will close schools and parks when red rainstorm and typhoon alerts are issued, according to a draft amendment of the city’s flood prevention regulation.

All outdoor construction work will also be suspended, according to the draft amendment, which was evaluated today by city lawmakers.

“Many problems have occurred in flood control work including the ambiguous responsibilities among different government bodies and insufficient measures about weather alerts,” said Chen Zhaofeng, deputy director with the urban construction and environmental protection committee of the Shanghai People’s Congress.

The biggest rainstorm in 52 years hit the city on October 8, but only a few schools suspended classes for the day.
