City tightens fire regulations
Residential maintenance funds can now be used to repair and upgrade fire control facilities in emergencies, according to new Shanghai firefighting regulations.
The regulations, passed by the standing committee of the Shanghai People's Congress, stipulate that property companies will be able to use maintenance funds to repair and upgrade public fire control facilities in emergencies such as houses in danger of collapse.
The law will take effect on April 1.
It also bans any organization or person from using children to fight fires, bringing in fines of 2,000 yuan (US$293) to 20,000 yuan.
And from tomorrow, anybody damaging a fire hydrant will be fined up to 50,000 yuan.
The rules are to make sure all hydrants are working properly. "Nearly 1,000 hydrants out of 60,000 are broken in the city every day," said Huang Xiaowei, an official with the Shanghai Fire Control Bureau.
