City to ban fireworks within Outer Ring Road
Shanghai plans to totally ban fireworks within the Outer Ring Road to curb air pollution and violators will face a fine up to 100,000 yuan, according to a draft amendment law submitted today.
The draft amendment expands the restriction areas from the Inner Ring Road that was stipulated in the city’s current fireworks safety management regulation carried out in 1995.
Fireworks will also be banned across the city in serious air pollution days, under draft legislation that will now be subject to several rounds of evaluation by city lawmakers before being officially approved.
Apart from the areas within the Outer Ring Road, fireworks will be restricted near government buildings, historic protected structures, bus and railway stations, marinas, airports, power facilities, hospitals, schools, markets and religious areas, local legislative body the Shanghai People’s Congress heard.
“It is essential for the city to enhance the restrictions on fireworks with more frequent safety accidents and severe polluted air condition,” Chen Jing, deputy secretary general of the city government told the lawmakers.
Even in the areas allowing fireworks, residents must avoid throwing fireworks from windows and balconies or affecting the traffic.
Any individual violating the regulation will be fined by up to 500 yuan, while companies will be fined by at most 30,000 yuan. Those who light fireworks in heavily polluted days will be fined by 10,000 to 100,000 yuan. The current regulation has a maximum fine of 50,000 yuan.
Residents are encouraged to tip-off violators through the city’s comprehensive hotline 12345 or called the police. The informants will be awarded, the draft regulation said.
