City to have own stricter ship fuel standards

Shanghai is planning to introduce its own stricter fuel standard for maritime vessels as part of the city’s fight against air pollution, officials said today.
This news comes as a new Shanghai Port Anti-pollution Regulation for Ships and Boats will be introduced next week.
Under this regulations, maritime vessels will be required to use fuels that comply with national and Shanghai quality standards.
Shanghai standards do not currently exist, but this wording leaves space for the introduction of more stringent local regulations, said officials.
Violators will be fined between 10,000 and 100,000 yuan (US$1,600-US$16,000) starting from June.
The Shanghai Maritime Safety Administration said today that creating a local standard has been added to the its working agenda.
“The local standard will be stricter than the national one in the restriction of pollutant content in fuel,” said Zhang Xiaodong, chief of the administration’s law and regulation department.
“A new emission standard for ships and boats is also expected to be issued in the near future.”
The Shanghai Maritime Safety Administration can issue fines to ship captains and owners of vessels that discharge black smoke.
