Civil aviation to probe Delta Air Lines’ runway incident

CHINA'S civil aviation regulator is investigating an incident at the Pudong airport where a US passenger aircraft crossed a runway without permission when another plane was about to take off.

The Delta Air Lines' Flight DAL295, which had just landed at the Pudong International Airport from Tokyo, began taxing across the runway at 7:27pm on December 8 without waiting for clearance from the air traffic controllers, the East China Regional Administration under the Civil Aviation Administration of China said in a statement.

On the same runway, a China Eastern Airlines' Flight MU723 from Pudong to Hong Kong was about to take off. The air traffic controller immediately ordered China Eastern to abort its takeoff, the administration said.

Fortunately, the Delta aircraft was far away from the China Eastern aircraft, and the incident did not affect the operation at the airport, said a press officer with the administration surnamed Qin.

The administration's officials on duty reached the runway at 9:10pm to collect evidence from the Delta aircraft, but the crew had already left. The officials then copied the information of the crew members and sent it to the administration for further investigation.

"The administration has asked Delta Air Lines to enhance safety management and eliminate such risks," the statement said.

"An investigation team will define the seriousness of the incident and decide whether to punish the airline," Qin said.
There have been previous runway incursions at the city's two airports in two months. On October 11, a China Eastern Airlines passenger aircraft nearly bumped into another plane during takeoff at Hongqiao airport due to mistake by the air traffic control tower.

Another time, the Airbus 320 Flight MU5643 to Tianjin took off when an Airbus 330 of the same airlines was taxiing across the runway.
