TWENTY-ONE well-run neighborhoods have passed assessment and will open to World Expo visitors soon, the Shanghai Civil Affairs Bureau said yesterday. The sites have been established to show visitors from around the world how community officials are selected to manage neighborhoods and how residents participate in governance and neighborhood activities.
