THE Shanghai Industrial and Commercial Administrative Bureau found 13 batches of lights substandard due to voltage, wiring, durability and thermal and stability problems. Products of some famous brands such as Osram and Oppo failed the quality tests, the bureau said. They were sold at B&Q China, markets such as Chengda in Zhabei District and also at supermarkets.
