Ex-official jailed for contract bribes

A FORMER district official has been jailed for 11 years for taking bribes totaling 2.79 million yuan (US$454,770), the Shanghai No. 1 Intermediate People’s Court ruled yesterday.

Sun Liansheng, director of the development and reform commission of former Nanhui District between April 2002 and April 2007, abused his power to help four companies get construction contracts, the court said.

Sun, 53, was also chairman and general manager of Nanhui Urban Construction Investment and Development Co Ltd between 2004 and 2007.

Prosecutors said Sun took the bribes in 2006 and 2007 when in charge of economic planning and urban development financing for Nanhui — which has since been amalgamated into the Pudong New Area.

In 2006, Sun accepted 300,000 yuan from Shanghai Xin’an Curtain Wall Building and Decoration Co Ltd.

Sun helped the company win a contract at the former government office center of Nanhui.

He also received shopping cards worth 100,000 yuan from Xin’an, the court heard.

In the same year, Sun helped Shanghai Dongsheng Construction (Group) Co Ltd win contracts for Nanhui Medical and Health Care Center, the Party school of the district’s Communist Party committee and a project on Nantuan Road.

Shanghai Dongsheng’s boss gave Sun 2 million yuan when the official told him he was planning to buy a house, the court heard.

In 2007, Sun took HK$200,000 (US$25,786) from Shanghai Xingsheng Fire Engineering Co Ltd. With Sun’s help, the company lowered a contract bid from 9.45 million yuan to 8.09 million yuan.

Sun was also convicted of taking 200,000 yuan from Shanghai Changjiang Xincheng Computer System Integration Co Ltd, a charge Sun denied.

Sun was arrested on August 30 last year.

Investigators discovered 1.8 million yuan in cash at Sun’s home. He admitted that this was bribe money.
